A stakeholders forum on network operations

Dear readers, Allow me first and foremost to wish us all in the industry a better year in 2010. Last year brought great pressures, with the serious reduction in traffic (6.4% down on 2009). For air transport, this is one of the worst crises. At the CFMU, we significantly reduced our budget in 2009 and we will continue in 2010 Jacques Dopagne to contribute to reduce the burden on airline Director CFMU operators. This reduction was nevertheless achieved with one key objective, namely not to jeopardise the core activity of network CFMU services, because these, as requested by the industry, contribute to a more economical use of our complex European airspace. 2010 will be a turning point for the ATM institutional framework in Europe, with the implementation of the Single European Sky initiative (SESII), in particular the performance regime. David McMillan, Director General of the EUROCONTROL Agency, has been requested by the Member States of the Organisation to initiate a restructuring of the Agency on the basis of three pillars:

The CFMU will be a key component of the future network management pillar, which will be mainly a “service support provision” entity. We will consult our governance bodies during this process. It is also my intention to keep you informed of developments on this strategic reorganisation in future CFMU newsletters. How will we handle this year of transition at the CFMU? We have started to align with the requirement of the SES performance regime to have a network management function by moving towards network operations management. To achieve this, we will primarily work on three lines of action:

we will contribute to the improvement of overall ATM network performance by improving our own operations and support functions; we will enhance our support to ANSPs in the implementation of the FABs; network developments will be progressively aligned with SESAR, ensuring a smooth deployment for our partners and users.
an SES pillar - supporting regulatory matters; a SESAR pillar - for research and development activities; a network management pillar - for network operational management, and support for related deployments.
The three pillars should be in place by the end of 2010.
In this second edition, we have chosen to highlight projects which will have a significant impact on the ATM/airspace user community across Europe. This illustrates the multiple facets of the CFMU’s contribution in support of our partners during this ongoing transformation of ATM network operations
