1.0 Introduction
1.1 国际民航组织(ICAO)第三次亚太地区 空中航行会议建议:在北大西洋地区成功实 施缩小的垂直间隔标准(RVSM)之后,在太 平洋地区也应当引入 RVSM。这主要是因为 航空器营运人和空中交通服务 (ATS)提供人 将获得巨大收益。ICAO 9574 号文件—在 FL290 和 FL410(含)之间实施 300 米(1 000 英 尺)的垂直间隔标准手册中包含有对 RVSM的 解释。

The International Civil Aviation Organization (ICAO) Asia/Pacific Regional Air Navigation Meeting
recommended that Reduced Vertical Separation Minimum (RVSM) should be introduced in the Pacific region after successful implementation in the North Atlantic region. This is due to the significant benefits to be gained by aircraft operators and air traffic services (ATS) providers. ICAO Document 9574, Manual on Implementation of a 300m (1 000 ft) Vertical Separation Minimum Between FL 290 and FL 410 Inclusive contains an explanation of RVSM.

实行 RVSM 可获得的好处包括: (a) 采用了 ICAO 支持的导航要求; (b) 改善了空域的使用,有利于 ATC 调解 冲突; (c) 对于接近最佳巡航高度的飞行,节省 燃油约 1%; (d) 减小地面延误。

Benefits to be gained from RVSM include: (a) Adoption of an ICAO endorsed navigation requirement; (b)Improved utilization of airspace for ATC conflict resolution; (c) Fuel savings of altitude; and (d) Reduction in ground delays.
≈ 1% for flight closer to optimum cruise
